After Montreal in Canada in 2008, this 2nd edition of IEEE NEWCAS-TAISA has been held from June 28th to July 1st, 2009 in Toulouse in the South-west of France.

For the second year, this International Conference was testing the merge of the two conferences TAISA (Analog Information and Signal Processing, and its Applications), meeting of French-speaking researchers, and NEWCAS (NorthEast Workshop one Circuits and Systems), on the initiative of the Microsystems Strategic Alliance of Québec (ReSMiQ). The 2009 edition was sponsored by the CAS society and the French section of the IEEE, and supported by the French Ministry of Higher Education and Research, the Midi-Pyrenees Region, the Haute Garonne General Council, the University Paul Sabatier - Toulouse III, and the Companies: Agilent Technologies and CMC Microsystems.

The success of this joint event is confirmed, since, this year, 171 submissions from all over the world were received. Thus, we would like to express our sincerest gratitude to all the contributors who submitted their research work and will have had an important part in the success of the Conference.

Thanks to the work of analysis and classification carried out by the 205 members of the technical program committee and reviewers, 116 communications have been selected. We cordially acknowledge all our colleagues who assumed this invaluable task to give the Conference a high scientific level. The 3 days program of the Conference was thus organized in 12 plenary sessions, 2 great sessions of posters, 3 special sessions and 4 invited talks. This program of high quality covered a wide spectrum of topics on electronic circuits and systems, as well as their applications, and 150 persons attended IEEE NEWCAS-TAISA'09. We hope that all exchanges which were made about last results have been fruitful and will be able to stimulate new prospects.

We are aware that the wealth we could lead, either for the scientific program or for the social one, could not have been reached without the support of our sponsors and the hard work of many people. Our thanks go particularly to the Organizing Committee, the track Chairs, and finally to the personnel of the Laboratory of Architecture and Analysis of Systems of CNRS (LAAS-CNRS) who have been strongly involved in the organization of this event.

We hope that everyone enjoyed his stay in Toulouse, and that the social program, planned for discovering all the facets of Toulouse - the “Pink City”- and the Midi-Pyrenees Area, charged of history but also turned towards up-to-date technologies, has been appreciated.

Finally, as the two joint editions were a success, the Scientific Committee validated the merge and the Conference becomes “IEEE International New Circuits and Systems Conference”. We wish that the next edition, which will take place from June 20th to 23rd 2010 in Montreal-Canada, will represent a consistent contribution to the field of circuits and systems, and that it will receive a broad echo within the community.
